Yes, as I was surprised to discover. Almost half of them offer tracking. Its confusing because hinged solar panels are unlocked before TL4, so its easy to assume none of them track, as that is true the first time you get them.

Following the discussion on discord this small PR updates part descriptions to clarify the tech-levels at which panels get sun-tracking and retracting abilities.
