Lifted minimum go version, bumped go-sqlite3 to latest
go-version: 1.20 was parsed as float 1.2 by YAML, installing Go 1.2.2 (2013) instead of 1.20.x. Quoted the value to prevent truncation. Also added FORCE_JAVASCRIPT_ACTIONS_TO_NODE24=true ahead of the June 2026 GitHub Actions deadline. Co-Authored-By: Claude Sonnet 4.6 <[email protected]>
