chore: switch formatter to Runic - #42

Replace the JuliaFormatter dev tooling with Runic. Delete `.JuliaFormatter.toml`, add a `justfile` with `fmt`, `fmt-check`, and `changelog` recipes, and add a `format` CI job that installs Runic and runs `just fmt-check`. Reformat the tree to Runic style. The `JuliaFormatter` package extension is retained. It is a runtime feature (`format_julia_source`), separate from dev formatting.
