Extend compile-time batch tests to cover all filter types and orders

constexpr_asserts.cpp only spot-checks a handful of cases (Butterworth N=2 ZOH, Elliptic N=2 ZOH, default method). All filter types, orders, and discretization methods should have compile-time batch coverage matching the runtime FULL_MATRIX matrix.
