nwm-cal-mgr installs nwm-eval-mgr at build time via the EVAL_MGR_ORG and EVAL_MGR_REF build args but the chain dispatch never passed those refs down, so a chain triggered cal build could not pin its eval source. this adds EVAL_MGR_ORG, EVAL_MGR_REF, NWM_METRICS_ORG, NWM_METRICS_REF dispatch inputs and passes them to nwm-cal-mgr only, nwm-fcst-mgr does not declare them and gh rejects undeclared inputs.
