Forces a key-enrolled session into the state reactivateSession expects (expired key_expires_at plus a live pending-enrollment record) without waiting for a real kiosk to lapse, so PR #115's reactivate confirmation flow can be exercised locally. Mirrors reactivateSession's own preconditions for its error messages, and respects the global --dry-run.
