Adds a per-PR agent-readiness scan that runs on the omni-ops CPU runner pool and uploads a scorecard artifact on every pull request. What this adds: - agent-readiness.yaml: declarative contract for content-agents P0/P1 agent jobs (Material Agent hello-world, BYO USD, service smoke, plus P1 jobs for validation-agent hello-world and missing-key recovery). - .github/workflows/agent-readiness.yml: PR + workflow_dispatch workflow that runs the static, api-design, and dry-run headless lanes via the bundled toolkit. Observability-only (no --fail-on-threshold). permissions: contents: read. - tools/agent-readiness-ci/: vendored copy of the readiness toolkit from NVIDIA-dev/product-skills (authored by Alex Qi in PR #2 of that repo). Trimmed to 11 runtime-essential files. Safety posture: - 14 new files, 0 modified, 0 deleted - Triggers: pull_request + workflow_dispatch only (not push to main) - No secrets read or written - Observability-only; cannot block any merge
