Add hedge agent MCP smoke test

Summary

• Adds a repeatable hedge_agent smoke script that seeds long/short state and validates the real CLI mock run path.
• Exposes the smoke test through MCP with read-only mainnet verification and explicit confirmation for optional testnet USDC sends.
• Allows hedge_agent configs to use documented notional thresholds while preserving existing inventory-threshold behavior.
