Workflow to auto increment and create releases for OAJS versions

Create a release workflow that

• only creates a a release if a new commits exists on master since the last tag
• auto increments the minor version if the oaVersion was not manually changed by a commit (when we bump up major versions)
• creates a tag of the new version
• creates a release with details
