Draft claim — body filled after the build and deliverable gate. Slice 3 of the engine-mechanic maintainer-workshop (Slices 1–2 merged: #614, #615). Adds the boot-time mechanic orientation + team-fork portability affordance and removes the now-dead ENGINE_SPEC_ROOT seam. All three slices ship in one engine release.
