/**
* inbox-join-priority.test.mjs — TASK-289
*
* A freshly connected seat takes a turn of its own for the `first_contact`
* event. Measured on the published 0.1.108 Mac smoke (walk 5): the join turn
* ran 01:44:09–01:44:23, a person's @mention landed at 01:44:10 while it was
* running, and the answer came from the NEXT turn at 01:44:32–01:44:51 — 39.4 s
* from mention to answer. Two of those gaps are the loop's, not the model's:
*
* 1. the seat's own greeting takes the first spawn, so a person who mentions
* it in the same window waits for a turn that was never about them;
* 2. after any turn the loop sleeps a full poll interval before looking
* again, even though a turn is exactly when events pile up.
*
* These tests pin (1): the greeting is carried one interval, and when a mention
* lands in that window it leads the same turn. (2) is a separate change to a
* contract this suite does not own, measured and filed on its own row.
*
* The fixture models CLAIM-ONCE delivery, because that is what the kernel does:
* claimPage reads `status: 'pending'` and marks each returned row `delivered`,
* and later polls read only pending. An event a poll returned is therefore gone
* from the inbox until garbageCollect requeues it ten-plus minutes later. An
* earlier version of this fixture handed the greeting back on poll 2, which let
* a client-side "leave it unacked" hold look like it worked (CTO review
* 5623358693). A fixture that redelivers for free cannot test a hold.

Keep carried greetings inside the prompt-body limit.

When the next poll returns batchLimit events, pageEvents contains batchLimit + 1 events after the carried greeting is prepended. Sorting places person-waiting events before first_contact. buildInboxPrompt includes only the first batchLimit bodies, but the acknowledgement loop processes every event in the group. The carried greeting can therefore be acknowledged without its body being included in the prompt.

Reserve prompt capacity for carried events. Keep any excess fetched events unacknowledged so they can be redelivered. Add a test with a full fetched page and a carried greeting.

Review comment at @cli/src/commands/agent.js at line 2332:
Update the page assembly and acknowledgement flow around pageEvents so carried
greetings count toward the prompt-body limit: reserve capacity for them and
leave excess fetched events unacknowledged for redelivery. Add a test covering a
full fetched page plus a carried greeting, verifying its body is included before
it can be acknowledged.
