feat: 'Team' / panel feedback review on generated documents

Sub-issue of #80 (item 2 — "'Team' feedback review by panel of experts").

Context

This is item 2 of #80 and overlaps issue #60 (in-app persona review of generated documents). Recommended: triage/design this in conjunction with #60 so the "panel of experts" review and #60's persona review don't duplicate effort.

Distinction to preserve when scoping:

• Add optional in-app persona review for generated documents #60 is scoped to generated-document quality review (appearance, layout, structure, readability, ATS presentation, submission readiness).
• This item is broader/aspirational: a designated panel ('team') reviewing the application holistically (content, positioning, competitiveness), not just document presentation.

Scope (proposed)

• Define the panel composition and whether it reuses Add optional in-app persona review for generated documents #60's persona infrastructure.
• Decide the review target (generated documents only, or broader candidacy-positioning).
• Return structured findings per reviewer, surfaced in the workflow.

Acceptance criteria

• Design decision recorded on whether this is a distinct feature or a mode of Add optional in-app persona review for generated documents #60.
• If distinct: panel-selection UI, structured per-reviewer findings, session persistence.
• If folded into Add optional in-app persona review for generated documents #60: Add optional in-app persona review for generated documents #60 gains the "panel/holistic" review mode described here.
