Summary

  • Harden collection around GraphKit result envelopes, permission preflight, failure certainty, partial evidence, and deterministic snapshot persistence.
  • Add assignment-aware policy, group-closure, Endpoint Security, security-baseline, expansion, and read-only ARM provider workflows.
  • Correct Conditional Access, privileged-role, MFA, and Intune evaluation semantics so incomplete evidence cannot produce an authoritative result.
  • Add neutral, versioned application-assignment and app-install-error JSONL artifacts for the IHA successor workflow.
  • Add fail-closed privacy classification and self-contained HTML findings output while preserving the exact GraphKit 0.3.0 dependency.
  • Record the final local package proof in STATUS without rewriting historical evidence.
  • Replace the 30-commit-limited gitleaks action path with a checksum-pinned, fail-closed scan of the complete PR or push range; allow only two exact synthetic redaction-canary fingerprints.

Validation

At exact package-producing commit a1a2966cb20e30d69843e1c1e4f235f156d50ada:

  • proof-bound shipped files: 62
  • no-key/no--Publish publisher dry run passed and reported Nothing was published

At docs-only PR head 79111e64b8e6beb33484b9954ec1b5926d7c5451:

  • tests/QA/ReleaseTruth.tests.ps1: 6/6 passed
  • Linux Gitleaks 8.24.3 scanned all 52 branch commits: zero findings
  • the red baseline found exactly the two deliberate canaries before the exact fingerprints were applied
  • independent CI/security review, YAML parse, embedded Bash syntax, and actionlint 1.7.12: passed

Merge only after the exact PR-head SHA passes all six OS/PowerShell matrix jobs, gitleaks, and hosted review.

Exclusions

  • No customer or live-tenant access, mutation, or validation
  • No credentials or secrets used
  • No PSGallery publication
  • DOCX/XLSX generation, branding, and approval workflow remain outside TenantPulse and GraphKit

Run GraphKit Test-GraphPermission once per context against the selected
descriptor union and fail closed before any target data operation.
Empty Graph results no longer become a null row, so IdFromDataset,
composite plans, and expansion keep Collected/Expanded instead of
Failed/Partial/NotExpanded. Envelope completeness is read through
dictionary/PSObject indexers, Truncated stays non-Collected, and
grant-complete tests send the approved operation set without
weakening AC-08 no-send.
Walk GroupMember.List with cycle detection, nested groups, duplicate
reachability, and visible depth/member/page caps that can never persist
as Collected. DatasetMap rows stay in patches/ until controller landing.
Use official group-closure rows for enforced excludeGroups membership.
Report-only exclusions stay off ExcludedIdentifiers. Group-excluded
break-glass accounts remain excluded; truncated membership fails closed.
Expand direct and group-based active, eligible, and permanent-active
assignments with license-aware incomplete caps. Drop the unused
roleEligibilityScheduleInstances dependency that could suppress TP.ENT.0022.
Classify include, exclude-only, filter, typed, malformed, empty, and
unknown targets. Existence-only or exclude-only policies cannot Pass when
assignment is part of the requirement. Endpoint security composites stamp
assignmentIntent from ConfigurationPolicyAssignment.ListBeta.
Reject unclassified tenant-derived 1.0 fields at construction, migrate
reasons to codes plus classified arguments, and keep RedactDetailKeys /
Protect-PulseReason as a labeled local-only compatibility layer.

🔵 Needs a closer look

It changes multiple critical paths (collection/envelope handling, persistence, rendering, and security evaluation semantics) and has at least two correctness issues to resolve first.

Pull request overview

This PR advances TenantPulse 0.3.0’s “reporting successor” by hardening snapshot persistence/verification and evaluation semantics around incomplete evidence (GraphKit envelopes, permission preflight, partial datasets, assignment certainty, group-closure), while adding an HTML rendering path alongside canonical JSON.

Changes:

  • Introduces manifest-snapshot reuse + hash-verification patterns and stream-based canonical JSON writing for deterministic persistence.
  • Adds HTML report rendering to Export-PulseReport / Invoke-PulseAssessment flows (self-contained output) and expands related unit/QA coverage.
  • Tightens multiple check semantics to fail-closed on incomplete/unknown evidence (assignments, CA scope/grants, group closure, malformed operator-supplied identities).

Clarify the release status of TP.ENT.0014.

Fail closed when a gap exists and no rows were collected.

Line 462 to line 475 can add a nextLink gap while $rows is still empty. A first page with an empty value array and a malformed nextLink reaches this state. The page-cap gap at line 480 can also occur with zero rows. The adapter then returns Partial with zero rows, which reports absence of evidence as partial evidence.

Every other gap path first checks $rows.Count -eq 0 and returns Failed. Apply the same rule here.

Include $usedSpaceOption in the child-row filter.

$fullOption is recognized in two positions: as a row DefinitionId at Line 28, and as a token at Line 33. $usedSpaceOption is recognized only as a token at Line 37. The filter at Lines 14-17 does not match $usedSpaceOption, so a policy that returns only the ..._2 child row produces $childRows.Count -eq 0 and throws "was not returned" at Line 20.

178-178: 🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Return a graph envelope from this mock, like the two sibling tests.

This mock returns raw rows. Get-PulseTenantSnapshot writes a dataset Collected only for a complete GraphKit.OperationResult envelope and rejects rows-only output, so conditionalAccessPolicies lands non-Collected and Test-PulseFixtureAssessmentPassRule never runs. The two assertions still pass, because a degraded NotApplicable finding still carries the id TP.ENT.9001. The HTML test therefore does not cover a real collected dataset. The tests at Line 141 and Line 162 were updated to envelopes in this same change; update this one too.

💚 Proposed fix
-        Mock Get-GraphObject -ModuleName TenantPulse { @([pscustomobject]@{ id = 'p1' }) }
+        Mock Get-GraphObject -ModuleName TenantPulse {
+            New-PulseTestGraphEnvelope -Data @([pscustomobject]@{ id = 'p1' })
+        }

Consider also asserting the finding status in the rendered HTML, so a future regression to a degraded status fails here.

Validate the batch status and share one entry builder.

The Dataset set constrains $Status with ValidateSet. The DatasetBatch path has no equivalent gate, so an unsupported or missing Status in a batch entry is serialized into manifest.datasets. Read-PulseDataset then throws "unsupported status" for a dataset whose file is already published, so the defect surfaces only at read time.

The batch block also duplicates the reason-code and failure-class fallback rules and the entry shape from lines 398-413. Extract one local builder and call it from both branches so the two cannot drift.

Update the docstring to the new intent-based classification.

Lines 28-40 still document the old rule: null -> Unknown, empty array -> NotAssigned, ">= 1 entries -> Assigned". The new code contradicts that for two reachable states. Remove groupMembers from TP.ENT.0003 dependencies.

DatasetMap.psd1 maps groupMembers, but Invoke-PulseCheckEvaluation returns NotApplicable when any declared dataset is absent from the snapshot manifest. Test-PulseBreakGlassExcluded already treats Datasets.groupMembers as optional, so declaring it as required prevents evaluation of valid historical snapshots.

Reject duplicate configuration IDs for complete results.

Lines 95-101 record duplicate IDs, but the rule only uses them while it interprets partial assignment gaps. A Collected result can therefore contain conflicting duplicate rows. The first row controls updateRings, while any duplicate can add a qualifying key. The rule can then return Pass or Fail from inconsistent evidence.

If $duplicateConfigurationIds is non-empty, reject the dataset as malformed before counting qualifying rings.

🌐 Web query:

For Gitleaks version 8.24.3, does gitleaks gitautomatically apply.gitleaksignorefrom the checked-out working directory, including when--log-opts scans earlier commits?

💡 Result:

Yes, Gitleaks version 8.24.3 automatically applies the.gitleaksignore file located at the root of the scanned repository, including when performing a git scan using gitleaks git, even when --log-opts is used to scan earlier commits [1][2]. When you run gitleaks git, Gitleaks loads the.gitleaksignore file from the root of the repository [3]. It uses this file to suppress findings by matching the unique Fingerprint of each detected secret [1][4]. Key details regarding this behavior include: 1. Fingerprint Matching: Gitleaks uses the Fingerprint (which typically follows the format file:rule-id:start-line) to determine if a finding should be ignored [5][4]. Because Gitleaks scans history, it supports both a global form (file:rule-id:start-line) and a commit-specific form (commit:file:rule-id:start-line) [4]. 2. Persistence: Using the global fingerprint form is generally recommended because it is not tied to a specific commit SHA [4]. If you use a commit-specific fingerprint, the ignore rule may stop working if the commit SHA changes due to actions like rebasing, squashing, or amending [4]. 3. Experimental Status: Gitleaks documents.gitleaksignore as an experimental feature, meaning its implementation and behavior remain subject to change [1][2][6]. 4. Location and Scope: Gitleaks consistently looks for the.gitleaksignore file at the root of the scan directory [3]. When scanning with git, it resolves paths relative to that root [3]. Note that because the fingerprint identifies the location (file, rule, and line number) rather than the content of the secret, adding a fingerprint to.gitleaksignore will cause Gitleaks to ignore any future secrets that happen to appear at that exact location [5].

Keep approved Gitleaks fingerprints outside pull-request-controlled inputs.

The secret-scan job scans PR_BASE_SHA..PR_HEAD_SHA with Gitleaks 8.24.3, but Gitleaks loads .gitleaksignore from the checked-out pull-request tree. A pull request can therefore add a secret and a matching commit-specific fingerprint, then pass the scan. Store the approved fingerprints in a trusted workflow-owned allowlist, or validate .gitleaksignore against one before invoking Gitleaks.

Pass the collected report-row count as SourceCount.

PayloadRows contains one matrix payload per page. A 400-row report collected in two pages publishes PolicyCount = 2 here. Direct-record responses instead publish a record count. Use $installOutcome.CollectedRowCount so the persisted count has one unit for both response shapes.

Preserve native Boolean semantics for truncated.

Get-PulseGraphSignal returns the persisted value, and [bool]'false' evaluates to $true in PowerShell. An edited or legacy manifest can therefore report a non-truncated dataset as truncated. Accept only [bool] values and default other types to $false.

Proposed fix
-                if ($null -ne $truncatedValue) {
-                    try { $truncated = [bool] $truncatedValue } catch { $truncated = $false }
