Add a new system view `sys.table_buckets` that exposes per-bucket metadata for all tables in the cluster, including replica assignments, leader info, ISR distribution, and epoch information. Data is fetched from ZooKeeper. Schema (13 columns): database_name, table_name, table_id, partition_name, partition_id, bucket_id, leader_id, leader_epoch, replicas, isr, replica_count, isr_count, bucket_epoch. Key features: - Filter pushdown on database_name, table_name, table_id - Row limit protection (10,000) for large clusters - Handles both partitioned and non-partitioned tables
