Adds HFE-aware full export, skipping expired fields and restoring live field expirations with
HPEXPIREAT.Also preserves per-key hash encoding in slot-migration snapshot WAL using the existing
2/2 13 1LogData format; generic rebatching (#3645) and the existing RedisWriter startup race remain out of scope.Refs #3436.
