feat(APP-1003): Permissions graph view with lazy-loaded canvas (4/5)

Description

Layer 4 of the APP-1003 permissions viewer stack. Adds the React Flow graph components: node/edge/canvas renderers, decomposed layout/flow-element/handles modules, the useDraggablePanel hook, the xyflow-react + dagre dependencies, the lazy-load dynamic barrel, and the page list/graph view switcher.
