This adds optional compatibility with Tessellate's region-threaded server model. Missile and projectile updates are now dispatched to the correct region, duplicate ticks are prevented when projectiles cross chunk boundaries, and entity spawn state is safely shared between region and main threads.
It also updates blast processing, silo registration, laser designator launches, radar tracking, and attachment data to support concurrent access safely. Tessellate remains optional.
