Tick marks for new data don't respect deadlines

The tickmarks on the app to show new data don't seem to respect the goal's deadline, but instead seem to be with respect to local midnight.

So if you do stuff before midnight for a goal with a deadline at 4am, then at 1am the tick mark won't show up.
