The following projects have some overlap with Seco:

The overlap is limited to the fact that multiple dynamic languages are supported and there is this interactivity notion of a notebook. Otherwise, there are substantial difference both in intent and foundational architecture. All of the above projects are well marketed and supported by big corporations or funds.
