This PR adds a welcome banner component that displays once every 24 hours. The banner includes a dismissible notification with a 2-second delay and proper localStorage-based persistence. The banner is positioned at the top of the page with smooth animations and responsive design. Key features: - 24-hour display interval using localStorage - Dismissible with X button - Smooth animations using Framer Motion - Responsive design with backdrop blur - Proper z-index layering - CSS custom properties for header positioning
