This PR registers DeepMark's Vigil watermark with the C2PA soft binding list.

Vigil is a 128-bit-per-second neural audio watermarking algorithm. It's identified as "me.deepmark.audio.vigil.128".

IMPORTANT NOTES:

  • The hosted playground ingestion API signs manifests with testing certificates, so signatures from it won't validate against any trust authority. It's intended as a demo, not a production signing service.
  • All routes on the hosted services are unauthenticated. Do not upload sensitive or confidential audio.

Could you please confirm that the APi listed at (https://resolution-api.deepmark.me) is an implementation of the C2PA soft binding resolution API i.e. confirms to the REST API? The PR description talks about signing manifests via the API (not part of that specification) so this was unclear.

Yes, https://resolution-api.deepmark.me is the implementation of the C2PA soft binding resolution API.

https://ingestion-api.deepmark.me/ - this one does the signing with testing certificates. It could be used to create manifests and test the resolution.

Sorry for the confusion.
