chore: remove premature adoption gate

What changed

• Remove the G7 external-adoption authority, quota ledgers, intake tooling, recruitment issue template, documentation route, and CI/release gates.
• Treat interviews, incidents, pilots, projects, and organization counts as optional future research that can arrive organically instead of prerequisites for development or release readiness.
• Move release readiness to schema 4 and keep real technical blockers explicit, including complete supported standard-CSS classification.
• Select classification-corpus as the next engineering priority.
• Preserve the G6 adapter coexistence contract and move strict adapter-policy validation into its own authority gate, including exact PliegoRS source/version binding and negative regression tests.
• Regenerate the public readiness and site documentation projections.

Contract and compatibility

The removed external-adoption contract had no qualified records and had not been released. This change deliberately removes that premature promotion requirement rather than adding compatibility code for it. Existing technical compatibility, browser, distribution, registry, and explicit owner-authorization gates remain fail-closed.

Release-readiness schema changes from 3 to 4 because the adoption dimension and required check inventory change semantics.
