Summary
BHP inference added Redis for request ratelimiting https://github.com/evolutionaryscale/evolutionaryscale/pull/16583. so now redis is on the critical path for inference. It has similar availability to RDS so I don't think this is an issue, but wanted to enable automatic failover as a free win. We already have 2 redis nodes, so we need the ability to enable failover
