🤖 Heartbeat dialog shows the built-in interval when the global default is unknown #5745

Problem: In the workspace heartbeat dialog (#5726), when the config cannot load and the workspace has no saved interval, the disabled interval field shows the built-in default (30). #5717 ruled that the dialog never states a default it does not know. The checkbox label already leaves the number out in this case, but the field does not. If the user unchecks "Use the global default", 30 becomes the starting override.

Fix idea: seed the draft with an empty value when globalDefaultIntervalMs is undefined and no override exists. Add a modal test for "no override and unknown default".

Low impact: it needs a failed config read, and the save is still an explicit user choice.

Found by the final check of #5726.
