CI: accept flake config, time out hung builds, stream build logs - #26

A GHC hang building amazonka-2.0 (normally 45s) once ate the full 6h default job timeout with zero output. max-silent-time makes nix kill output-less builds after 20min, timeout-minutes caps the job at 1h, and -L streams build logs so the next hang shows where it stuck.
