Auto-select the highest-Criticality ready-for-agent Finding for Bot remediation, observe all open draft PRs when no pull number is given, and gate remediate/observe controller jobs behind TECHDEBTTER_ENABLE_REMEDIATION. Co-authored-by: Derek Palmer <derek@derekpalmercreative.com>
