We need to find a better way

Indeed we need to reduce the runtime of not only NCES related tests but wherever we can because ontolearn's workflow take too much time~30 minutes. Below is a report for the time each test takes when run locally, which run much slower on GitHub Actions.

Also I noticed that the quality expected in nces, nces2 and roces tests is 0.1, way lower than the actual quality which is kind of trivial. These tests seem more like error-free-run tests then regression tests. If they are consuming a lot of time, at least we have to make the most out of them.
