Summary

• reconcile KINTEG-006, KINTEG-007, and KINTEG-010..012 as merged
• refresh the root plan to reflect the Rust-canonical implementation and current lifecycle work
• retain KINTEG-013/014 as in progress while keeping release and registry publication user-gated

Why

The APS plan still described merged integration work as proposed or draft and
presented superseded Rust-port phases as future work. This update aligns the plan
with the merged implementation evidence while preserving the distinction between
merged code and release completion.

Impact

Planning documentation only. This PR does not publish packages, create a release,
or change runtime behaviour.
