[FEATURE] Authentication context for ValidateIdentity

Currently there seems to be no extra authentication context for the action ValidateIdentity.
Is this intentional?

Might be a good idea to be able to do a Validate identity without having to log on.
The identity result can be used by the service desk in order to activate additional role like TAP or reset password.
