### Brief description of Pull Request - Release automation RC tags are now lightweight (matching release-please). - Release branches only manage the root Alloy package. - All packages share a single release-please PR. - Non-root packages are tag-only releases that do not create GitHub Release pages. - Release-please-runner now supports both combined PRs and individual PRs per package. - Reduces number of times `generate-otel-collector-distro` needs to be run across PRs. - Ensures that RC creation and release-please running do not collide.
