기존엔 Claude가 리뷰 결과를 텍스트로만 답하고 실제로 GitHub에 댓글을 남기지 않았음. 공식 solutions.md의 Automatic PR Code Review 패턴을 따라 gh pr comment 사용을 명시하고 claude_args --allowedTools로 필요한 도구를 허용했다.
