Add: Endpoint to list the assisted labeling providers

What has changed and why?

Part 2 of 20. This stack replaces the assisted labeling prototype (PR 2752) with small PRs. Each PR adds one part.

• Adds a registry of providers. It creates a provider only on first use, not at import.
• Adds GET /api/annotate/providers. It returns each provider with its capabilities and the reason if it is not available.

How has it been tested?

• Unit tests for the registry (lazy creation, unknown id) and the service.
• Route test for GET /api/annotate/providers.
