Add: Find all instances preview endpoint

What has changed and why?

Part 9 of 20. This stack replaces the assisted labeling prototype (PR 2752) with small PRs. Each PR adds one part.

• Adds POST /api/annotate/instances for find all instances. It returns all previews for a text prompt or boxes and saves nothing.
• It uses the same async pattern and thread pool as smart select. The shared provider and image lookup is one helper now.

How has it been tested?

• Service tests: text prompt with a limit, boxes.
• Route tests: 200, 422 for an empty prompt without boxes, 422 for max_instances above 32.
