- implement the IPDPS24 Algorithm 2 policy in MPI and gRPC dispatchers
- retain predicted-turnaround dispatch as the default policy
- add corrected-prediction and actual-duration wall-time policies
- set submitted time_limit equal to ground-truth duration for oracle runs
- expand the prediction study across dispatch and wall-time policies
- encode both policies in output names and completion markers
- preserve maximum-runtime feasibility filtering and dropped-job reporting
- warn when oversized node requests are truncated
- add MPI, gRPC, policy-matrix, and wall-time regression coverage
- document the expanded 120-run experiment matrix
- cite Nichols et al., IEEE IPDPS'24
