Use one shared resolveUrl implementation for navigation in the app, applets, and CLI. Chat links reveal chat on the current page, or restore the workspace's last opened tab on direct entry, while preserving remembered view parameters.

moi:/chat → current page + current chat
moi:/chats/<session-id> → current page + selected chat
moi:/views/events?id=123 → Events view with params

Rapid navigation keeps the latest page and cancels requests from older locations. Tab persistence and linked-chat selection stay in their existing hooks, with one navigation path for links, applets, and CLI requests.

Validation: 692 client tests and 64 shared/server checks passed. Typecheck and formatting passed; lint reports 9 existing warnings.

Comment on lines +125 to +126
and reveal the chat. `moi:/chat` keeps the current selection and pin; an exact chat link selects
that chat.

This line says "pin", but do we mention anywhere in the skill how pinned chats work? If not, I would skip it completely.

Also, might need to provide some example of when an agent might need to use moi:/chat links.
