The link attached to the "Download the Windows 10 IoT Core Dashboard" is broken. At least for me I am getting a resourceNotFound error. The link forwards to: https://iottools.blob.core.windows.net/iotdashboard/setup.exe
Let me know if I'm missing something. I've tried multiple PCs and different ISPs.
