The bumped @aws-sdk 3.1098.0 packages (and their @smithy transitives) were published less than 24h ago, so pnpm's minimumReleaseAge supply-chain check rejected the lockfile in CI. Pin the AWS SDK to ^3.1097.0 and rebuild the lockfile from a fresh policy-aware resolution. Also add a 2-day dependabot cooldown so future update PRs only propose versions that already satisfy the policy.
