Improve ops settlement visibility

Summary

• Add explicit settlement inspection affordances, seller navigation from settlement rows, and copy actions in settlement detail
• Preserve Gateway batch attempt evidence as gateway transfer references in control-plane settlement detail
• Show reconciliation queue truncation and auto-clear one-time API keys from the ops UI
• Extend Playwright and backend route coverage for reconciliation detail and Gateway attempt serialization
