For local development users are told to run the ansible-operator locally but there are no macOS and Windows builds for users of those environments. fixes #78

Hi @cardoe I just now noticed this PR, but this isn't quite the fix. I addressed this in the below PR. We have never supported windows, so only adding back what was previously supported before the code moved to this repo.
