Update PHP and illuminate/support version constraints

This PR simplifies the PHP version constraint to ^8.1 and adds support for Laravel 13 (illuminate/support ^13.0) in composer.json.

Cleaning up the PHP constraint to just ^8.1 is clean af since Composer inherently covers <9.0 anyway, so those explicit ORs were just noise. Adding Laravel 13 support is a solid proactive move. Just a heads-up though—if you're bumping to Laravel 13, you'll probably need to bump orchestra/testbench to ^11.0 in your require-dev as well, since it's currently capped at ^10.0.
