Binary names: every shipped [[bin]] is aprender-* (only apr and pv exempt), with a guard #4430
Operator requirement (2026-09-25): every binary shipped from this workspace is named aprender-*. No stray names.
Allowed: aprender-*, plus the two established CLIs apr (cargo install aprender) and pv (contracts CLI).
Today 29 [[bin]] targets (from cargo metadata). These 11 break the rule:

Also: the duplicate apr bin in apr-cli and the root facade. Keep one shipped apr.
Acceptance:
Rename the [[bin]] names. Update every in-repo caller: scripts, Makefile, workflows (workflow edits go through the cop), docs, binary-release asset names, and apr_bin.sh / pv_bin.sh.
Guard in monorepo_invariants: fail if any workspace bin name is not in {apr, pv} and not aprender-*. Ship a case table (must-match / must-not-match). Mutation proof: add [[bin]] name = "rogue" and the guard goes RED.
The release/nightly asset list is derived from cargo metadata bins, so a new bin can't ship under a stray name.
Fleet: every host's old-name binaries are listed, then removed via the fleet deploy (no shadowed stale copies), and the fleet catalogue is updated.
aprender-* crates.io names are checked for collisions before publish.
Part of the 0.70.0 gate "every aprender binary working" (#4189).
Parked under APR-EPIC-001 rule 5 (C334 budget cut; epic over its budget). No open PR or branch in the last 72 h. Reopen when it is staffed for its train.
