Summary

REV 2.0 step 6 (NOAH 10:45Z, handoff/NOAH-1045Z-REV-2.0-AMEND.txt): nightly-bench.yml moves from the 16-seat intel pool to [self-hosted, Linux, X64, clean-room, perf-solo], which only intel-clean-room-16 carries, so two wall-clock timings never share a host. The runner's live labels (read 2026-10-26 via the org runners API) are self-hosted,Linux,X64,clean-room,intel,perf-solo,pr-only, status online, so the selector matches it. beat-speed-nightly.yml already uses perf-solo on main, so no change there.

Closes #6407

keep-open: #6390 -- epic stays open until its other steps land

ont-delta: none -- workflow selector only; no types, shapes or contracts touched

Falsifier

bash scripts/check_perf_concurrency_groups.sh stays PASS (109 jobs scanned, 0 findings). Mutant: put intel back as the only perf label on the bench job and the runner-label query (gh api orgs/paiml/actions/runners) shows 16 matching seats instead of 1.

Undo

Revert the single squash commit; the selector returns to [self-hosted, X64, Linux, clean-room, intel].

Quorum

  • 3/3 round (CI-file PR, seat-img001)
  • two non-author seats at head

…2.0 step 6

nightly-bench selected the 16-seat `intel` pool for wall-clock targets; perf-solo is carried by
one runner so two timings can never overlap. Measured 2026-10-26: intel-clean-room-16 is online
with labels self-hosted,Linux,X64,clean-room,intel,perf-solo,pr-only, so the selector matches it.

§13.11 rung 1 — quorum shadow verdict

S13-SHADOW pr=6409 head=19982c4ccfcdf5ffc472ab59ab848682a0a5e13b verdict=REFUSE class=Q1 arm_rc=1

Shadow mode: this records a verdict and merges nothing. A refusal
to arm is not a block (§13 adds zero rows to §7) — the pull request is
exactly as green as it was.

…ned without it (#6407)

quorum 0/3 on 1b6de9a: beat-speed-nightly.yml:68 and check_runner_labels.sh:19 record perf-solo as
WITHOUT clean-room; the clean-room label on -16 is drift. Use the same selector as beat-speed-nightly.
PMAT-6407 entry: status in_progress, one acceptance criterion.
