… head runs (PMAT-6175) The feeder required `x86-main`, a job that runs only on merge_group/push, so it refused every CLEAN PR. required_is_mq_only/mqbranch read ci.yml; needs split no longer cuts hyphenated job ids; always() jobs are not mq-only; check_required reads jobs via here-string (no pipe into grep -q); a fixture row with an `event_name == pull_request && != pull_request_target` if kills the mqbranch pull_request-exemption mutant. Re-cut of #6315 onto current main: its three commits cherry-picked, roadmap.yaml taken from main and regenerated. Supersedes #6315 (stays open for the cop's close quorum). Unarmed. CI/workflow-adjacent diff needs its quorum and non-author sign-off.
