Merges part 1 (render half with tests). Fixes the quorum finding that run() rewrote
the README before SHACL validation; new test fails on the old order.

Shadow mode: this records a verdict and merges nothing. A refusal
to arm is not a block (§13 adds zero rows to §7) — the pull request is
