Operator throughput order 2026-10-27: disable fail-fast in merge_group. The three 'Fail fast, cancel this merge-group run' steps and the now-unused actions: write are removed; scripts/lab/ci_failfast_audit.sh now asserts they stay gone. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
