The four merge_group runs-on lists (mg-reuse-wt, x86-main, workspace-test-shard, determinism) now read [self-hosted, Linux, X64, mq, clean-room]: a runs-on list is an AND, so an mq seat that is not certified clean-room can no longer take a queue entry. No label, group or ruleset change. ci_mg_reuse.sh --self-test pins the new lane and adds two mutants (x86-main and the shard dropping clean-room).
