The release goal is docs/roadmaps/releases.yaml: "make release-goal" prints it, "scripts/release-goal.sh sync" labels the open window, "scripts/release-goal.sh cut TAG --next NEXT" books a cut.
Scope (PMAT-557, recorded 2026-09-15). Booking the row is not enough for the 1.31.0 cut: gate T and gate B both refuse records this booking has to repair. That means the 1.30.0 dogfood receipt end marker, release labels on rows v1.30.0 did not ship, status: completed on rows whose PRs merged (CB-2112 ISSUE-CLOSED), and roadmap rows for open issues that have none (CB-2115 ORPHAN-GITHUB). All of them are in PR #571.
