feat(truapi): convert funding deposits into CASH on People

Once a deposit lands, the core converts it with one Asset Hub transaction signed by the deposit account, as getcash does: a teleport for CASH, or a PSM mint then teleport for a stablecoin the PSM serves. Fees are paid in the deposited asset. The call is dry-run on Asset Hub and its forwarded message on People, then validated, before it is submitted. The route is fixed when the deposit account is assigned.

A submission counts as landed only once People shows its CASH above the earlier balance, and is retried only once its era has passed or it was included and left the deposit in place. Hosts enable it with enable_funding_conversion and the network's CASH asset id.

Verified by dry run on Paseo Next (cargo test -p truapi --lib funding::conversion::live -- --ignored). Crediting the user follows.
