feat(truapi): convert native and unserved stablecoin deposits through the pools

Native deposits, and stablecoins the PSM cannot serve, convert through the asset-conversion pools, as getcash's pool tiers do: one XCM program swaps the deposit into CASH with ExchangeAsset (through the native token for a stablecoin) and teleports it to People. Least outputs are the pool quotes less 5%; the deposit quote sizes each hop with the same room.

A stablecoin swap moves its own pool before delivery is charged in that stablecoin, so its dry run is retried with the fee allowance doubled, up to twice; unspent fees are refunded to the account. Verified by dry run on Paseo Next for native and USDT. funding-check accepts --asset dot.
