ios-sim-build builds hosts/ios for the simulator with the dev configuration and the flags CI's simulator build uses, refusing the template Firebase plist and putting the dev one in place before the build, since the app's own copy phase runs after the first build has collected its resources. ios-sim-run installs and launches it. The guide now runs the target instead of the raw xcodebuild invocation.

Adds a guide to building the iOS and Android apps without publishing anything. iOS builds locally for the simulator or through the PR labels, Android builds through the
android-device-buildlabel, and the dev credentials for a local iOS build come from the host SDK team.It also covers the Play Store emulator image the Android APK needs to onboard, and why the iOS placeholder plist crashes at launch.
